help landowners in their decisions.

process to make your improvements.
There are several methods that landowners can pursue to improve ditches in
the watershed they live in. In this flyer, we’ll explain these as simply as we
can.

County Commissioner’s Petition Section 6131 Ohio Revised Code
(ORC)
Petition filed with County Commissioners along with $500 bond.
County Engineer prepares preliminary report.
Commissioners conduct viewing and hearing.
If petition is granted the county engineer prepares plans, specifications and a
schedule of assessments.
Completed plans, specifications and assessments filed with the clerk of county
commissioners.
Commissioners send assessments with notice of final hearing date.
Landowners file any objections to assessments prior to final hearing.
Commissioner conduct final hearing.
If hearing is in favor of the petition, assessments are certified.
Commissioners advertise and accept bids.
Project is constructed.
Landowners receive notice of final assessments.
Project is under a maintenance program Section 6137 ORC.
County Commissioners will cost share up to 50%, if money is available.
Conservation Works of Improvement Section 1515 ORC
Petition filed with Soil and Water Conservation District.
Supervisors, accept, reject or table the petition.
If accepted Supervisors conduct viewing and hearing and approve or disapprove
the petition.
If petition is approved, the district prepares, plans specifications and a
schedule of assessments.
Plans, specifications and assessments are certified to the County Commissioners.
Commissioners approve or disapprove construction of the project.
If project is approved the Commissioners send out estimated assessments to
benefiting landowners giving 30 days for objections.
Conduct objectors hearing if needed.
Commissioner advertise and accept bids.
Project is constructed.
Landowners receive notice of final assessments.
Project is under a maintenance program Section 6137 ORC.
County Commissioners will cost share up to 50%, if money is available.
Private Landowner Improvement
Benefiting landowners enter into an agreement to construct improvement and pay
all costs.
Landowners divide project costs by mutual agreement.
Landowners put money in escrow account.
Landowners construct project and pay all costs.
Cooperative Group
Benefiting landowners enter into an agreement to construct improvement and pay
all costs.
Soil and Water Conservation District or Professional Engineer prepares plan,
specifications and schedule of assessments.
Plans, specifications and assessments filed with the clerk of the county
commissioners.
County engineer reviews plans, specifications and prepares a schedule of
maintenance assessments.
County commissioners hold a maintenance hearing for benefiting landowners.
Landowners put money in escrow account.
Landowners construct project to specifications and pay all costs.
Project is under a maintenance program Section 6137 ORC.
County Commissioners will cost share up to 50%, if money is available.
Logjam Removal Assistance
Call our office to view a logjam.
Landowner obtains cost estimates for work.
District representative approves estimate.
Landowner signs agreement, prior approval is required.
Landowner hires contractor to do work.
District representative inspects work.
Landowner provides the District with a copy of the bill and proof of payment to
the contractor.
County Commissioners will cost share up to 50%, if money is available.
